The North Texas Tollway Authority agreed to pay the State of Texas $3.3 billion for the right to operate the State Highway 121 tollway for 50 years. The deal calls for certain improvements to be made to the road. The agreement brought in outside capital for Texas transportation needs, and the upfront payment made to the State of Texas will be re-invested in the north Texas region.
Colorado: Regional Transportation Sales Tax [Scott Reed - Assistant General Manager for Public Affairs, Denver RTD]

The Denver Regional Transportation District won voter approval of an increase in their eight-county regional transportation sales tax in 2004. This referendum bound each county to the outcome of the vote in the region. The revenue is being used to help fund a comprehensive $6.1 billion transportation plan.

The state of Virginia operates five tolled expressways or parkways and four tolled bridges or tunnels. The facilities are owned/operated by various agents, including the Virginia Department of Transportation, the Richmond Metropolitan Authority, and private operators. The 14-mile Dulles Greenway, for example, is privately owned and tolls on the nine-exit expressway vary depending on the time of day.
